All paths are absolute and file permissions set to 'everyone'. 'Preset text' results in the contents of the text file being shown so access doesn't seem to be the problem here. Can you reproduce this? What about file access permission? You can try to do a Preset text = <file> with your email list, to see if elogd can actually access this file at all.
