I checked the RPM download page and

package from source under EL9 host or VM
(i use almalinux9 for this test) :		  elog-3.1.5-20240221.el9.x86_64.rpm

I confirm, both wget and curl do not work,

You can use an option to wget to
discard certificate checks m.

As there is no ELOG available in Epel
