to the new server (including elogd.cfg, logbook

Yes elog stores data in a flat file database.
Go to your logbook directory and look for
files YYMMDDa.log where you find all data.

The Drag & Drop was implemented already
in 3.0.0 (see https://elog.psi.ch/elog/download/ChangeLog).
So no idea why it's not working for you.
